How do I Install Microsoft Security Compliance Manager 4.0 with MSSQL 2016

Hi   I have a MSSQL 2016 already.   In order to make security team work together How do I install Microsoft Security Compliance Manager 4.0 with MSSQL 2016(not SQL express)?
