Planner Premium in GCCH
Hi Sara, this sounds like a government cloud feature gap rather than something wrong with your flow.
If Premium plans do not appear in the Power Automate connector and the commercial "convert" experience is not available in GCCH, then there may not be a supported automated migration path today. I would be careful with any workaround that writes directly to undocumented endpoints, especially in a gov tenant.
The practical path I would test is exporting the basic plan to Excel, cleaning that into a migration checklist, and manually recreating only the active tasks that matter. Not fun, but it is safer than losing plan metadata. I would also open a Microsoft support request asking specifically about Planner Premium conversion support in GCCH and Power Automate connector availability, because this is exactly the kind of cloud-parity issue they need to track.
