Take a Test for California State Testing

I tried to create a "Take a Test" app link as a custom tile in Office 365 for our California State Testing. I was able to make the link locally, but I couldn't use the link in the custom tile URL field of Office 365. It gives an error: invalid URL.

URL:    ms-edu-secureassessment:https://ca.tds.airast.org/student/#enforcelockdown&enableScreenMonitoring

I understand that the prefix of "ms-edu-secureassessment:" technically is an invalid URL. However, I was able to make this URL on our public website and it works great. It would be better if a student also had the custom tile as well. I created a ticket with Microsoft Office 365 technical support, but they gave me the run around saying that it was an invalid URL. In the end I received "customer no support". I found a work around by using one of our public IIS site's with a folder that redirects to the link. I was able to add the URL (that redirects) to the custom tile to get it working, but not everyone could do this work around.

URL shorteners didn't work either (They expect a valid URL as well).
