what type of licenses you have ?
E5 for 365.
MS Defender Cloud App license and Plan 2 license for MS Defender for Endpoint.
I checked all my roles as well. I have global admin role, cloud app security admin, security operator and reader, security admin, etc.

- I suggest you open a ticket with the Microsoft security team so they can check your tenant in the backend, seems something hanging preventing this tab from appearing. but, before doing this one thing to try is, create a test user as a global admin and assign the E5 to it and try to access the portal.
