Is "Endpoint Security Policies" available to us? (error getting Intune policies)

Your GCC tenant isn't the blocker here, your server fleet lives in Commercial Azure, and Microsoft confirms security settings management has full feature parity in GCC/DoD anyway. Windows Server and RHEL are both supported platforms (Linux gets AV + EDR policies, not Firewall/ASR).
Your config is right. The gap is licensing: per Microsoft's own docs, Defender for Servers Plan 1 alone doesn't unlock this. You need at least one active standalone Defender for Endpoint (P1 or P2) subscription in the tenant, that's what gates access to the Endpoint Security node, not per-server assignment. Add one seat and retest.
