SDS Provisioned Team stuck on "We are still setting up your Notebook"

We have several users with the message "We are still setting up your Notebook" it has been doing this for several days and will not create the Notebooks. What is the best way to get these Notebooks provisioned. They are also unable to upload to the file section.

Please advise.
