Printing out completed forms with teachers comments
Is it possible for a student to print out a test (form) after it has been marked and the teacher has made comments on it?

Yes, printing is possible via the web browser as this is how forms allows users to do it. When viewing their posted scores, it will also show your comments so they get everything you've asked about.
