Recommendation by Microsoft is to use the Anyone team. The Anyone Team does not include any add-ons and can be used in any way you like.
Like you say, important that other orgs in education are not forced to use class teams.

Sadly, this isn't really what is offered in this case. When referencing the link they give:

So the Anyone isn't there anymore, and even when you create an Other Team, the ... section still shows:
Where we would like to hide or remove the Edu Class Notebook and the Edu Staff Notebook apps from the list as we don't do the actual 'teaching' that would need these apps.

How about applying an app permission policy to an other team through the Teams Admin Centre? So users can’t actually select and use these apps?

Best, ChrisUnfortunately, tried that as well, the problem is, the Edu Class and Staff Notebooks are not an option you can block and when I tried OneNote, it didn't seem to block it from the list either.
The snippet I showed there, is even after the applied Team App policy.
