Allow attendees to collaborate in breakout rooms

The teachers at my college would like their students to be able to collaborate using a whiteboard when they are in breakout rooms. They say that they have to go in to each breakout room and set this up every single time for each student. Does anyone know of a way of setting the attendees as presenters in breakout rooms by default?
