"Microsoft Search" missing from Admin Center

According to multiple articles I have read, I should have a menu item called "Microsoft Search" in the Services & Add-ins in Admin Center. But I only have "Microsoft Search in Bing" which only gives me an on/off switch. Where do I configure search?

 

The reason I need to find it, is to look for a possible answer to why some users do not have a search box in the Office 365 top bar, while others do.
