Attack Simulator Region Aware Timezone Delivery problem

Scheduling a simulation to land in a user's mailbox at a predictable time is almost impossible.

I recently ran an attack simulation and scheduled it for a delivery time of 07:00. In the Launch Details screen I enabled Region Aware Timezone Delivery. I was expecting that users would receive the email at 07:00 in their local time zone. This doesn't work. They received it at 13:00 (6 hours too late). How weird is that! My timezone is +07:00UTC, but I'm on Daylight savings time. I think I have to calculate the delivery time by taking into account my timezone and DST offset from UTC, meaning, I have to set delivery time to be 01:00 if I want users to receive at 07:00. Very strange and makes my brain hurt a little. What this also means is that I have to schedule this far enough ahead so it doesn't think I'm scheduling in the past. The simulation creation portal and the backend delivery service must be confused on their times.

Has anyone else seen this or know what's going on?
