    You are correct. The score metrics apply to all or nothing.
    Can you please share what is your end game, and why do you need to change the metrics for only a set of apps?
    Also, how does this tie into the policy you are trying to create?

What is your business need? maybe we can help you create app discovery policies, that would trigger on specific app metrics?
