MicrosoftMicrosoft Purview Compliance Manager is part of Microsoft Office 365 whereas Defender for Cloud is a security solution within Microsoft's Azure Cloud. Defender for Cloud evaluates your cloud workload against Azure Security Benchmark to assess whether they are configured according to security best practices.
Compliance Manager is looking at compliance for M365 products and is available to organizations with Office 365 and M365 licenses. Defender for Cloud looks at compliance of your cloud workload and can be utilized with an Azure Subscription.
There is no relationship between MS Purview Compliance Manager and Defender for Cloud.
