      Hi Mark,

       

      That feature/recommendation you are referring to is already available to all subscription with Azure Defender enabled for VMs.

       

      If I understand you objective correctly, you also want to create some custom recommendations and deploy them to your clients' subscriptions. You can do that using Azure Policy: create and apply a new policy to management groups or your customers subscriptions if you are using Azure Lighthouse Cross-tenant management in Azure Security Center | Microsoft Docs.
