Windows 10 Pro in a Kiosk licensing Defender for Endpoint

Customer has Windows 10 Pro in a Kiosk that is used by several Windows local users to launch local Apps. Kiosk has an Azure AD account as an administrator. Customer wants to protect this Windows 10 Pro Kosk with Defender for Endpoint. What licenses are necessary to be compliant? Just a Defender for Endpoint for user License assigned to the administrator of the Windows Kiosk or Is it necessary to License the other local Windows Users that also use the Kiosk to launch local Apps?
