Tamper Protection TPExclusions

So we have DisableLocalAdminMerge set to 1 under HKLM:\SOFTWARE\Policies\Microsoft\Windows Defender\Policy Manager but still TPExclusions is 0 which means Tamper protection exclusion are not enabled. How can we enable them?
