Smart Screen protection verification submission

Hello every one, I am developing a project using javafx, previously I used to verify to avoid getting flagged unrecognized app by smartscreen at https://www.microsoft.com/en-us/wdsi/filesubmission, But it seems that some policy has been updated and I am getting failed submission. Could any one provide any information regarding this?
