This link also lists supported environments as Azure VMs and Azure Arc-enabled machines, so I am thinking that not using Arc is counted as an unsupported environment at this point, or will be count as such soon.

I noticed this too, and I'm also deeply suspicious that it's not supported.
It makes sense for Microsoft to require Arc for on-prem VMs as it's much more solid implementation, but can be costly unfortunately.
The weird things is that I was made aware of this method by someone in the past few weeks (no, not reddit!), it wasn't one I stumbled across by trial and error.
That screenshot is super useful actually and I'll contact Microsoft to try and get some confirmation.
