Microsoft Defender for Endpoint on AD Registered Devices

I found to use Microsoft Defender for Endpoint on Windows 10 it needs to be https://docs.microsoft.com/en-us/mem/intune/protect/advanced-threat-protection, if it is not will it still install but not get some functionality? Are there plans for a deployment model that is no AD Joined?

I am assessing my options for a model that personal accounts (Microsoft/Local) and this requirement adds too much complexity to manage.
