Meaning of individual impact score for a recommendation

In Defender Endpoint, when looking at a particular security recommendation, there is an Impact score for that recommendation. How is that score calculated? If the impact score for that recommendation is 10, and the organization's overall Exposure Score is 25, will the overall score drop to 15 if the recommendation is carried out an all associated devices?
