    There were 2 issues going on. The recently installed MDE ATP was thrashing so MS's guidance from our case was the exclude the main VS2019 process. The other was a bug in VS2019 16.9.1 & 16.9.2 that 16.9.3 corrects causing one of the components to crash.

We updated some test systems to Visual Studio 16.9.2 and the issue continues to happen.

    Hi Leith,

    1. Have you configured any ASR rule?
    2. Are you able to see any alert in ATP portal?

      We were just finally given access to the portal, there were no events. There are also no ASR rules configured. We do have a ticket with MS now for this.
