As in not joined to the domain? If yes, then what is the end desired identity state on the device?

Yes, the devices are not joined to the domain.
The deive will remain in workgroup only and user profile will be same local profile. We want to manage devices through different Intune policies.
Thanks- Intune requires Entra ID identity of some sort to be able to manage the device. However, there are exceptions depending on what kind of policies you want to enforce on the devices.

Entra ID identity is available. We want to know how to enroll to Intune if device is in a workgroup with least efforts.
Like one of the option would be to login to work/school account manually.
