Deploy MDE to mobile device without Intune/MEM?

Hi all, had been searching this topic for a while but found nothing.

 

My customer is considering deploy MDE to their mobile devices but their MDE license are purchased as standalone meaning there's no Intune/MEM.

Is that any ways, even install manually, to enroll MDE to unmanaged mobile devices without Intune and MEM?

    I am afraid if this can be done without Intune. Microsoft official documentation has listed Intune to be a pre-requisite for using Microsoft Defender -
