Defender Plan 2 with Business Premium licensing in Defender Security Console

Having issues with getting devices to stick to Defender Plan 2. I enabled Preview in advance as recommended to allow mixed licensing - so far no changes after 9 hours. Has anyone encountered this? We need to apply plan 2 to enable the "Timeline" tab and log retention up to 6 months.
