Thank you for your response. It answers how the licensing works.
But this have been running for a month now and still not reflecting. Tried it also with other test tenant and same issue persist.
My worry here is we might face a compliance issue with Microsoft if incase we forgot to monitor the onboarding for this.
Any other workaround or resolution?

I check in my company Enviorment, and in my Demo Tenant, and license can be taken correctly.
So in your case for me you can open ticket to Microsoft Support,
