David_Brenwar - granting admin consent does not roll the app out at all. It simply means users who choose to install/use the app don't have to grant consent for it to access their data. You already did it for them. That's all it does.
mcanizzaro24 - If you rolled out an OAuth profile that Azure shows is in fact still using basic - you didn't roll out an OAuth profile. You don't need 15.6 to do OAuth, you only need 15.6 if you want the device to try and automatically reconfigure. If it's not on 15.6, the user can do it manually, or you can push a new (and actual OAuth) profile to it.
