Cannot save/publish Copilot GPTs

I am exploring the Creating a new Copilot GPT. 

But After I follow the guidance of Copilot and build a copilot GPT, I failed to save/publish the GPT with the error 

And there are no other tips why the data is wrong. I let Copilot to check, and it tells me everything is fine.
