HE-MJ, I'm not sure drag and drop from Public Folders is supported. Have you tried drag and drop with an ordinary email from your inbox?

Also, I'm not sure about this, but in the Release Notes for update #13, it states that Drag an email to a group you own. Ref. https://docs.microsoft.com/en-us/officeupdates/release-notes-office-insider#outlook-11

Could you try drag and drop to a Group that you are defined as an owner (and not only Member)?

I tried draging and dropping from my inbox to a group of which I am owner.

It's not possible.
