Yes, this can be controllable by Admins, please refer to How to administer external users in Office 365 Groups.

Is this controllable by Admins? For our Tenant we'll want to have this feature off globally and may only turn it on for specific Groups.

  You are right. But now it is disabled, and got confirmation from MS staff that it is kind of service flaw and currently not functioning.
  
  My setting is guest allowed for group, but not functioning right now. But I was able to invite guest to group last week.

    I had the guest feature up till this morning, and now its gone..
