Guest access debug thread

So I waited patiently but according to all the posts, everything should be set up but I still cannot add a guest user.

I have the Sharing pane in Office Admin -> Settings ->Security & Privacy and checking everywhere else seems to be as needed.  Any other things to check?

BTW this photo thing is rubbish if I can't upload from my computer ...
