Seeing the new News functionallity arriwing in some of our Tenants, seems to be a normal page with a special field (PromotedState set to 1 (.../_layouts/15/CreateSitePage.aspx?source=%2Fsites%2Ftestinterestgroup%2FSitePages%2FHome%2Easpx&promotedState=1).
