Christophe, we got a reply to this over the weekend, reproduced in full below for reference. It is interesting to see we had no more than a few day's notice of this change, which has impacted on hundreds of our Power BI users:

Our Product team pushes improvements and features on weekly basis.
I am extremely sorry to say this but it’s a fact that Content pack has deprecated. Creation was possible until now but a change has been done by the Product team to block this kind of group (unified group / O365 group) and it is not possible to use from now. The PG team has disabled this feature , because there were some security aspects which stopped working as expected and they removed this.
There were announcements been made few days back, where it was stated that "Content Packs and read-only workspaces would disappear.
The official sign is coming from web page https://docs.microsoft.com/en-us/power-bi/service-organizational-content-pack-introduction which says "Have you heard about the new apps yet? Apps are the new way to distribute content to large audiences in Power BI. We recommend using apps instead of organizational content packs or read-only workspaces"
The only workaround could be to share this to a distribution list or to a security group but not to the O365 group. This is by Design of the Powerbi Product from now.
We apologize for the inconvenience caused due to the product limitation or product not working as per your expectation. I totally agree with you and all of your concerns and they are completely valid.
Thanks for your understanding!ENDS
