Customize O365 Group SPO sites
To what extent can SPO modern sites, created by a new O365 group, be customized? We've gone as far as we can with configuration and using the existing webparts, but it is not quite working for this particular project using the sites for Communities of Practice. If we hire a designer, what type of customizations can be done on top of the SPO modern site? Is it only aesthetic changes or can new webparts be created?

- You should be able to use your own web parts!

https://docs.microsoft.com/en-us/sharepoint/dev/solution-guidance/modern-experience-customizations- If you mean to change the look & feel, you have to take a look at SharePoint Framework Extensions that allow you to customize the header and footer of your modern SPO Sites. Also with SPFx Extensions you can do a little bit of "CSS", but currently you are very limited what with you can really do
