Can I create an AIP label policy without publishing label?
I have two requirements:
1) Only people in products team can apply the label "Top Secret"
2) If anyone in the organisation attaches a document that's been labelled "Top Secret" then it prompts them to justify a reason for sending it.
Requirement 2 technically doesn't require a label to be published but every policy forces you to add a label to publish. If i publish the "Top Secret" label to everyone in organisation then they can also label docs "top secret" which fails requirement 1.
Any thoughts.

You can set advanced settings for labels and there seems to be a option to require justification when applying a certain label.
