Question on Baseline policy: End user protection (preview)

Hi there, 

I have seen this article on the End user protection policy: https://docs.microsoft.com/en-gb/azure/active-directory/conditional-access/howto-baseline-protect-end-users

What Azure AD license is required to use this policy? This is not stated in the article.

      Echo this.. The goal of these four policies is to ensure that all organizations have a baseline level of security enabled at no extra cost.
