Yeah, I chatted with a support person, and they didn't know either. They said someone will get back to me in 1-2 business days, but no one has reached out yet.
Well I can confirm that they do not check whether the user is licensed. But I managed to find this bit in the documentation:
Be aware that if your license expires, any workflows that you have created will stop working. Workflows that are in progress when a license expires will continue to execute, but no new ones will be processed.
