Unfortunately, no documentation article currently clarifies this, so your best bet is to open a support case, or talk with your MS representatives. If I'm to wager a guess, every user under the scope of a workflow will have to be licensed. Though it's likely the requirement will not be enforced in code, much like with most other features.

- VasilMichevJul 25, 2023MVPWell I can confirm that they do not check whether the user is licensed. But I managed to find this bit in the documentation:
Be aware that if your license expires, any workflows that you have created will stop working. Workflows that are in progress when a license expires will continue to execute, but no new ones will be processed.- anujiiJul 26, 2023Copper ContributorAlso, that is kind of confusing because how would the workflow know about licensing if the licenses are per user base?
