Identity Governance licensing question

Unfortunately, no documentation article currently clarifies this, so your best bet is to open a support case, or talk with your MS representatives. If I'm to wager a guess, every user under the scope of a workflow will have to be licensed. Though it's likely the requirement will not be enforced in code, much like with most other features.
- Yeah, I chatted with a support person, and they didn't know either. They said someone will get back to me in 1-2 business days, but no one has reached out yet.
- Well I can confirm that they do not check whether the user is licensed. But I managed to find this bit in the documentation:
Be aware that if your license expires, any workflows that you have created will stop working. Workflows that are in progress when a license expires will continue to execute, but no new ones will be processed.- Also, that is kind of confusing because how would the workflow know about licensing if the licenses are per user base?
