Confused by Get-AzureADPolicy results

When I run Get-AzureADPolicy , one policy is returned and the IsOrganizationDefault value is False. I am expecting that if there is only one policy, then it would have to be the default policy and this attribute would be set to True. If this is not the default policy, then what is the default policy and how come it is not being returned?
