Azure Proxy Prerequisites

MicrosoftYou are entitled to guest accounts on a 5-1 ratio. 5 guest accounts for every Azure AD P1 license you have. These guest accounts can take advantage of your premium features.

Thanks for that. Our guest account to member account ratio is like 30 : 1 , so that possibility was already considered. I am not sure why this feature is billed per user , when you actually publish an "app" to Azure AD Proxy. So why not per app kind of billing model.
