Move users to other tenant

you want to move the mailbox of the users or just the users ?

  to move the users, you can sync the users from tenant A to tenant B using cross tenant synchronization feature and put them as member type in tenant B.

  to move the mailboxes, you can use the Mailbox Migrations with MigrationWiz cloud service which a very friendly tool for mailbox migration.
