It was easier before. You just needed to register on FTOP tool. But now you need to fill the POE. Just request customer association on Partner Center after you identify the licenses on customers tenant. Request a couple of days from customer to manage all those stuff and work close to you FPM in any case. After you migrate and get active usage, you wouldn't be eligible for those workloads.
