Personalization DesktopImage - MS Endpoint Manager

Hi,

Wondering if you can help. I'm sure it is possible to set the policy/rule/config in Endpoint manager to force a company background across AzureAD users using MS Surface? 

I have set up the following but not getting the result. Please see attached.
