CI/CD -> enable proactive application crash monitor and application insights integration

We have a CI/CD setup and are enabling monitoring where we can.
Recently we had some issue with our sites and they where slow, turned out to be an app crash that was picked up by the “App Service Diagnostics”
We are now looking how to get notified when we have a crash like this.

Question 1:
Where do I actually enable this? And does it support ARM or PowerShell?
Who receives the mail and can I set that?

Does this support ARM or PowerShell? I see turning off has PowerShell support!
