Why does it say: This post will be published as soon as it is approved?

I just published a question and I get an prompt saying "This post will be published as soon as it is approved ", what does it mean? I remember this forum accepting posts without moderation.  Have the rules changed?

    We have had some recent issues with spam so yes members below a certain rank are currently having their post reviewed before being published.
