Poor page layout

When I click on Publish, nothing happens. I have learned that this is because tags are required but the UI element to apply tags is not visible on my laptop screen until I scroll down which makes it impossible to see the message that tagging is required. 
The style sheet for this page needs to be adjusted so that is works better for people that are only using a laptop without an extra monitor
