Licensing Clarification for Using MSVC Toolchain on Linux

I tried to ask on MS Q&A forums with almost same text, but it gets instantly automatically deleted by a bot for inappropriate content or violating code of conduct.
I also tried mailing couple MS email regarding to licensing, but the mail was never delivered from any of my email addresses.
Do you know any other MS forums where i can try to ask?
