"In Review" means what? Can't message Allen"

Thanks for posting, you can't message Allen because I have had to disable my IM inbox as to many people were ignoring the community guidelines and sending me PMs directly instead of posting - sorry about that.
I would like to apologize for the confusion that the In Review flag is causing, it is only visible to community administrators, moderators and the original poster. What it means is that your post has not yet been reviewed by a moderator.
It does not mean it has not been posted and I think we will look to tighten up both who can see it and when in the next release. For now you can feel free to ignore it.
I am actually about to go and clear it off all your current posts so that will hopefully put your mind and ease.
I'm signed in, but we only see ourselves as In Review, not others.
And I was given the name of someone to Message and have not
received a Reply.
Well, you saw my reply here and were able to respond. And my reply above is showing as In Review for me. Good, so this is some mostly visual glitch. Unless only those In Review can see posts by other In Reviewers :)
I can't see you as In Review, only myself.
Well, this is by design i am sure. As in review messages shouldn't appear for anyone else, so it is logical to show that label only to the post author. Luckily it doesn't work fully and messages are still visible for everyone when "in review". Although it doesn't seem it is actually in review as after 2 weeks my posts are neither approved for deleted. Not surprising though. This site was plagued with bugs for many years. Even before the the vibe coding craze.
