I have this very very odd issue when running a steam game on my pc

So, this started happening randomly. whenever i click my mouse the game glitches out, it happens in every game, doesnt matter if it's windowed or full screen. i've tried updating my graphic drivers, checking for corrupted files in windows, disabled game mode on windows.

I have never seen this issue before so i have no idea what's causing it or how to fix it, if anyone has any ideas i'd love to hear them.
