Hot Keys Error

My hot keys can't be changed from mode fn+esc to normal mode. Normal mode is you just press the button like f1 until f12, fn+esc mode is you must press fn button with the button you want (f1-f12) together. How I can take care this problem? I hope you guys can help me as soon as possible.
