CPU performance on laptop suddenly drops for 3-5 seconds while gaming then fixes and works properly.

Hello guys. As you can see i am having issues where i am gaming and the game and frames would run perfectly fine. Then i notice a sudden drop in frames and responsiveness from the laptop. This lasts for 3-5 seconds then it runs completely fine and later comes back.

So far i've noticed for some reason it only happens while my laptop is plugged in. When it's not, the game runs completely smooth.

I have an HP 15-FC0031LA and the specs are:

CPU: AMD Ryzen 7 7730u

RAM 16GB

Storage: 1 TB SSD

Graphics Card: AMD Radeon

While this laptop is not necessarily a gaming laptop. When the laptop is unplugged, the game in question runs 100% smoothly.

Note:(I've also tried playing with the 3 power saving modes (Power Efficiency, Balanced, Best Performance) and this has no effect.
